Education for Students with Special Needs

District 102’s goal is to provide special education and related services to students with disabilities by maximizing their potential. Special education and related services are provided within a full continuum of services and within the least restrictive environment for each student. Special education supports and services are intended to support the student and address their individual needs. District 102 provides services to students found eligible to receive services in alignment with the Individuals with Disabilities Education Act (IDEA) and ISBE mandates.

Eligibility is determined through an evaluation process conducted by a multidisciplinary team that includes the child’s parents. Students may be found eligible for special education services based on specific criteria, under the categories:

  • Autism

  • Deafness

  • Deaf- Blindness

  • Developmental Delay

  • Emotional Disability

  • Hearing Impairments

  • Intellectual Disability

  • Multiple Disabilities

  • Orthopedic Impairment

  • Other Health Impairment

  • Speech or Language Impairment

  • Specific Learning Disability

  • Traumatic Brain Injury

  • Vision Impairment

Special education and related services are provided as outlined in the child’s Individualized Education Program (IEP). The IEP is a yearly document that is developed collaboratively with each child’s parents and members of their school team. Progress updates towards the IEP goals are provided to parents throughout the school year at each marking period.

District 102 is a member of the Special Education District of Lake County (SEDOL) Cooperative. SEDOL provides District 102 with access to placements and services as part of its full continuum of special education and related services. District 102 will also seek out special education services and/or placement from other ISBE-approved facilities when a student requires services and/or placement at a level other than those provided through D102 or SEDOL programming in order to ensure student access to a free and appropriate public education.

Section 504 Services

Students who do not qualify for an Individualized Education Program (IEP) under the Individuals with Disabilities Education Act may qualify for services under Section 504 of the Rehabilitation Act of 1973 if the child 1) has a physical or mental impairment that substantially limits one or more major life activities, 2) has a record of physical or mental impairment, or 3) is regarded as having a physical or mental impairment. All children with disabilities have the right to a free and appropriate public education.

Notice

School personnel who provide students with related services listed on their IEP will maintain related service logs. These logs must record the type of service provided, the date, and the number of service minutes administered. Related service logs will be available to parents/ guardians at their child’s annual review IEP meeting. Service logs can also be requested at any time. Parents/ guardians can receive a copy of their child’s related service logs at any time by submitting a written request to their child’s assistant principal.
